PENNSYLVANIA STATE AGENCY TRANSPORTATION PASSES FOR CIVIL WAR BODIES contributed by Aaron Goodwin' nphe Pennsylvania State Agency (sometimes called the Pennsylvania JL Military Agency) was established by Governor Andrew Gregg Curtin, with headquarters in Washington, D.C., and Nashville, Tennessee. Its purpose was to provide relief to Pennsylvania volunteers and their fami¬ lies, if possible and deemed appropriate. One surviving record book from the Washington, D.C., office is at the New-York Historical Society in New York City’, covering the period 25 November 1 86.5 through 1 December 1864.1 The 252-page register shows the broad variety and sheer volume of demands made on charity in a time of war. Requests were made by hundreds of family members for passes to Arlington, Alexandria, the Army of the Potomac, and various convalescent camps. Inquiries were made about the well-being of soldiers and about payments or bounties in arrears. Packages were received from local ladies’ societies to be forwarded to specific companies. Amnesty was begged for deserters sentenced to death. Clothing was distributed to the ill, the wounded, and impoverished families of the volunteers, each piece accounted for. Of greatest genealogical value are the transportation passes granted for the return of bodies to their Pennsylvania homes. Typically the entries for these passes contain the name of the person accompanying the body; the name of the deceased soldier; his rank, company, and regiment; the cause, place, and date of death; and the location to which the body was being returned. Most of the entries contain death data not included in the Civil War databases online. Those databases, on Ancestry.com for example, include death dates and locations for those killed in action, but not typically for those who died after being discharged for wounds. The bulk of the deaths recorded in these pages are for ill or wounded soldiers who died in hospitals or convalescent camps. Entries contain varying amounts of information, and clerical error is evident in a few cases. Aaron Goodwin is coeditor of the Pennsylvania Genealogical Magazine. Pennsylvania State Agency record book, 25 November 1863- 1 December 1864, recorded at PSA Headquarters, 487 Ilth Street, Washington, D.C., New-York Historical Society (BV Pennsylvania State Agency). This is the only PSA record hook at the Society.
