Persons Admitted as Freemen to the City of Philadelphia 1704-.1720 Robert E. Hoagland, C.G.R.S. N THE MINUTES of the Common Council of the City of Philadelphia, 1704-1776, located in the Philadelphia City Archives, appear lists of freemen from December 1704 to December 1720. A freeman was one who "took out his freedom" and was thereby granted certain rights and privileges of a citizen.' "Women as well as men might be admitted to the freedom," but they were simply called women. 2 To obtain a freedom, a person had to meet certain qualifications or purchase it. According to the 1696 Charter of Philadelphia, the requirements for a freeman were that he be a "free denizen over twentyone years of age, owning fifty acres of land and for two years or more be a resident in the province."3 "The price of the freedom by purchase varied from time to time and in different cases.' The status of freeman conferred upon the individual the right to vote and to hold office, In the economic sphere, the Common Council passed a regulation on 11 May 1711 prohibiting freemen from renting their market stalls to anyone other than freemen.5 In their Histog of Philadelphia, J. Thomas Scharf and Thompson Westcott say that "after May 27, 1717, such names [freeman] were not put on record. Probably they were placed in separate record books. "There must have been thousands of freemen admitted to the rights of citizens between 1717 and 1776."6 This is not correct as there was a group of thirty-three persons admitted as freemen on 13 July 1719 and three on 19 December 1720. However, the Philadelphia City Archives is not aware of any other lists of freemen. On 9 April 1705, James Bingham was "admitted a freeman [to the City of Philadelphia] paying for the same 3E, 28, 6d, which he accepted and Sign'cl."7 Evidently, there was an official document to be signed, but this researcher could not locate one for Philadelphia. The following table lists the names of some 530 persons who were admitted to the City of Philadelphia as freemen. The table reveals that 93 94 The Pennsylvania Genealogical Magazine the occupations consisted mainly of tradespeople and craftsmen with a noticeable absence of the professional and agricultural classes. The names are arranged alphabetically, and where there are duplicate names, they appear chronologically by date admitted as freemen. In general, the words and names have been transcribed as they appear in the original manuscript and no attempt has been made to correct misspellings. However, the double "r at the beginning of words was deleted, i.e., Francis for ffrancis and feltmaker for ffeltmaker. Superscript letters have been brought down with apostrophe added to indicate the missing letters, i.e., Nath'll for Nath". The following compilation includes the applicant's name, occupation, date of admission, the price given in pounds, shillings and pence, payment, and the page on which it appears in the original. In the original manuscript of the "Minutes" there are separate paginations for the following periods: October 1704 to October 1709, October 1810 [1710] to [September] 1718, and [October] 1718 to [October] 1735. To refer to these periods in the listing, the Roman numerals I, II and III have been respectively assigned to these periods. The "x" which appears before the name of the individuals who had paid for their freedom has been omitted from the table as its meaning is unknown. To indicate names which were crossed out in the original, an asterisk has been placed after the name. I wish to express my gratitude to the staff of the Philadelphia City Archives for their assistance.
