THE BLACKWELL RENT ROLL, 1689 ANNOTATED BY HANNAH BENNER ROACH, F.G.S.P., F.A.S.G. Captain John Blackwell served as William Penn's deputy governor from mid-December, 1688, until January, 1689/90. But from the day of his arrival in Philadelphia until his successor assumed the office, Blackwell met with constant frustration in his efforts to work harmoniously with the majority of members of the Provincial Council. They, ignoring Penn's injunction to "be kinde to straingers," and disputing Blackwell's interpretation of Penn's instructions, were so consistent in their lack of cooperation that by the spring of 1689, scarcely six months after his arrival, Blackwell was ready and willing to give up his position. His release from "a Station y 5 is So unease to Keep and Execute," came the following January.' Although Penn accepted Blackwell's resignation, the Proprietor was unwilling to dispense with Blackwell's services entirely, and appointed him receiver general of the province. This position Penn hoped Blackwell would find to be "a better condition of life, considering y" little occasion of expenses there will be in y' discharge of those trusts." He hoped Blackwell would undertake the new work "with an Equal Zeal and diligence to y' other employment." Blackwell's new instructions were "to take an account of all my [Penn's] demeans and moveables, as well as of all my rents, fines &c, by y" Secret" office, and that of Survey' and Master of Roles & thou wilt be able to make a right charge upon y° tenants, and consequently a true rent Role; and for the ould inhabitants they must be summoned by an order from y" Commiss" to bring in a true account of their several holdings by which thou wilt and old records be enabled to charge them and cornpleat the Rols...." He also told Blackwell that after Penn's return to England in 1684, Captain William Markham had sent back "a handsome list" to Penn which might be useful, though by now it would be out of date. A copy of this Blackwell may have used as a basis for his new list, the preparation of which was the first step towards collecting the quit rents due the Proprienr.' wan.= P,n, to President and Provincial Council, 24 2m 1686, The Pennsylvania Magazine of "th- r r r eory and Biogragby, XXXIII (1909). 304, hereinafter cited as PMHB. 2 F0, an account of Blackwell's term as deputy governor, see Nicholas B. Wainwriglst, "Governor john Blackwell," PhfHB, LXXIV (1950), 457-472. 3 William Penn to John Blackwell, 25 701 1689, PMHB, XXXII', 112. 4 /bid 68 313. The Blackwell Rent Roll, 1689 69 The original of the new list or rent roll compiled by Blackwell, part of which is presented in the following pages, is in the Logan Papers, Historical Society of Pennsylvania. It should not be confused with a tax or assessment list. Taxes were laid by the Assembly for the support of government. Quitrents, reserved by the Proprittor for his own support, varied according to the terms of his original sales or leases. First Purchasers were to pay annually a quitrent of one shilling for every 100 acres purchased. Quitrents in varying amounts, depending on the size of an original purchase, were reserved on the city lots laid out as appurtenant to First Purchases. Servants brought over by these first settlers were allotted at the end of their servitude 80 acres, for which an annual payment of two shillings was due, the land itself being a free gift to encourage settlement. A master, who received an additional 80 acres for each servant he brought over, was to pay four shillings per acre annually for this additional land. Renters who might lease a city lot or up to 200 acres of country land, were subject to the payment of one penny per acre during the term of their lease. To further stimulate settlement, the initial payment of these first laid quitrents was not due until 1684. Subsequent land purchases—that is, those made after Penn left England for America in the summer of 1682 —were considered new purchases, and were subject to varying quitrents depending upon the location of land and its desirability. In the city, bank lots along the Delaware, and lots on the north side of Chestnut Street and Mulberry (Arch) Street, at first were not sold, but rented.' Blackwell's rent roll is divided into several sections, but only that part of the first section, devoted to Philadelphia proper, is printed below. It lists by streets the owners or renters of city lots, the frontage of each lot, the annual quitrent, and the number of years the rent had been due. The remaining part of the first section contains an alphabetical listing of purchasers, renters and old renters in Philadelphia County, with the acreage held by each. The second section, also alphabetical, lists renters in the county who paid their quitrent in silver, while the third section, listing the "old renters" who paid in wheat, provides a useful census of Swedish landholders in the county. The remaining sections of the rent roll contain lists of lands taken up in Chester, Kent and Sussex County, and of the town lotholders in Lewes, Sussex County. 5 See John E. Pomfret, "The First Purchasers of Pennsylvania," PMHB, LXXX (19S6), 146-147. The quitrent for city lots of First Purchasers was set at 05. for 102' and 132' Front and High Street lots on Delaware sides; at 25. for II' lots on Sod Street, Walnut Street and part of Chestnut Street; at Is. for about 50' lots on the other streets. Renters paid about fs. See James Logan's "The Antidote," PMHB, XXXVIII (1914), 477. Bank lots on Delaware side appear to have rented at the rate of about so. per 10 feet of frontage. 70 The Pennsylvania Genealogical Magazine For the convenience of researchers, an effort has been made to locate more precisely the individual city lots listed in the roll. On Delaware side this can be done more or less readily by reference and comparison to two subsequent lists, both of which were based on Blackwell's roll. The first of these is the rent roll prepared by James Logan in 1703 for William Penn. The original, now in the Division of Public Records (State Archives) at Harrisburg, was published in part in the Internal Affairs Monthly Bulletin, Volume 22, Nos. 4 and 5 (1954). The second list was compiled by Joseph Reed in 1774 as part of an "Explanation of the Map of Philadelphia," and has been printed in Pennsylvania Archives, Third Series, Volume III, pages 384 - 401. A further aid in locating the lots on Delaware side is furnished by the "Draughts or several Squares of Ground within the City of Philadelphia prepared for Thomas Penn by William Parsons, surveyor general of the province, some time between 1741 and 1748. It has been reproduced in The Pennsylvania Magazine of History and Biography, Volume LXX (1956), pages 177 - 266.' In addition to these aids, reference has been made to the useful and informative "Minutes of the Board of Property," in Pennsylvania Archives, Second Series, Volume XIX. Locating the lots on Schuylkill side which are listed in the roll, presented several problems, as Blackwell and his deputies discovered for themselves when they prepared the list. Although these Schuylkill lots are apparently listed according to their frontage on the several streets laid out on that side, reference to the surviving warrants and surveys for those lots reveal several discrepancies. The records entered in the several volumes of Warrants and Surveys of the Province of Pennsylvania, 1682 1759, in the Municipal Archives, Department of Records, City Hall, Philadelphia, which have been examined for Schuylkill lots, show that lots listed in the rent roll as High Street lots were actually Front Street lots; that lots which had been surveyed were not all included in the rent roll; and that in a number of cases, lots entered in the rent roll were placed in incorrect locations. It is also evident that the lots, when actually laid out and surveyed, followed only in a casual manner the numbering system indicated on Thomas Holme's Portraiture of the City of Philadelphia in the Province of Pennsylvania, the first master plan of the city. As a result, only when a survey gives an exact location for a lot—as at the intersection of or between two streets, can a precise site usually be determined. 5 For the original of Parsons' "Draughts" see MS volume, Plan of Philadelphia, Cadvralader Collection, Historical Society of Pennsylvania.
