ELECTION RETURNS, LISTS OF VOTERS, 1776-1790 o n 31 March 1784 Pennsylvania passed an act regulating the election of Justices of the Peace. Election returns from 1776-1790 are micro¬ filmed as part of the Record Group 27: Records of Pennsylvania's Revolu¬ tionary Governments, 1775-1790. Returns exist for the counties of Alle¬ gheny, Bedford, Berks, Bucks, Chester, Cumberland, Dauphin, Delaware, Fayette, Franklin, Huntingdon, Lancaster, Lebanon, Luzerne, Mifflin, Montgomery, Northampton, Northumberland, Philadelphia, Philadelphia (City), Washington, and Westmoreland.1 The preprinted return form, used in 1785, contained specific instructions for holding elections: NOTES: The election must be opened within twenty days front and after the date of the Justice's precept, and not after two of the clock in the afternoon; and it should be delivered to the constable or overseer on the day it is dated. The day appointed in the order should be written in letters at full length, and not exprest by figures. The place appointed for holding the election should be within the dis¬ trict. and should be exactly described in the notice. The certificate of the election should be delivered to the clerk of the peace for the county, immediately after the election, together with the pre¬ cept of the justice, to be by him transmitted to the Secretary's office. A list of the names of the electors should at the same time be delivered to the said clerk; and the clerk when he transmits the certificate of the election and the precept, should also certify, that he has according to law filed a copy of said certificate of election and precept, with a list of the names of said electors. Where there is a county town in any district, not having a charter right to elect burgesses, the freeholders- should elect six persons for justices of the peace for such district. The manner in which the vacancy is occasioned should be set forth, whether by the death, resignation, removal out of the district, or refusal of a person commissioned or elected a justice, mentioning his name; and the Justice who issues the precept should therein set forth, that there is such a vacancy. See Guide to the Microfilm of the Records of Pennsylvania’s Revolutionary Gov¬ ernments, /775- 1790 (Record Group 21) in the Pennsylvania State Archives (Harrisburg: Commonwealth of Pennsylvania, 1978) for details on dates covered, roll numbers, and frame numbers. - The Pennsylvania constitution extended voting rights to all freeman twenty-one or older, resident in Pennsylvania for one year before the election, who had paid taxes during that time, eliminating the colonial requirement for land ownership, for more on this extension of franchise, see John Gilbert McCurdy, “Taxation and Representation: Pennsylvania Bachelors and the American Revolution," Pennsylvania Magazine of His¬ tory and Hiography 79(2005 ):283-3 1 5. ■it) Pennsylvania Genealogical Magazine Vol. 16(2009) Median Returns, Lists of Voters, 1776- 1790 2009 41 This indicates that the list of voters was to be presented to the clerk and filed, blit is not explicit as to where it is to be filed. Thus, some clerks retained it, while others forwarded it to the Secretary of the Supreme Executive Council; many of the returns submitted do not include a list of voters. We will be publishing some lists of voters in PGM, with special attention to the western, northern, and central counties of Pennsylvania.
